Importers claiming HTS 9903.88.69 or 9903.88.70 lose the exclusion on that date and owe the full China Section 301 duty again. No further extension has been published that we've seen, so check your entries and sourcing now.
Proposed additions include fire extinguishers, welding-machine parts, floor safes, tanker trailers and certain electric cables, mostly at a proposed 25% rate. Comments closed Aug 27 and we haven't seen a final determination yet — screen your HTS codes now rather than after it publishes.
The July 6 and Aug 23, 2018 actions did not terminate after domestic industries requested continuation. No change to your duties today, but USTR says a separate review notice will invite public comment — worth watching if you import from China.
